Maritime fishing is demanding work in an unusual environment that is
affected by the 4Ds which are Difficulty, Distance, Danger, and Dirty when
compared to work on land, and the pay can be uncertain. A lack of interest
in maritime work among the Taiwanese people has resulted in a serious
shortage of labor in the fishery industry.
FA statistics indicated that foreign fishermen have come to account for
most of the manpower aboard Taiwan’s distant water fishing ships over the
