work of the Na�onal Commission will be done at two (2) key levels:
a.
Performance monitoring- This will systema�cally track the progress of ac�vi�es
against the targets, allocate resources and implement �meframes.
b.
Compliance monitoring- This will track compliance with the set policies, procedures,
and Standards in implemen�ng the NHRC’s work.
Evalua�on will seek to assess the extent to which its set objec�ves are met and the impact
made according to strategic objec�ves. The strategic plan will be evaluated based on the
‘theory of change’. Criteria for the evalua�on and related projects and programmes will be
based on relevance, effec�veness, efficiency, impact, and sustainability of the
Commission’s interven�ons.
A midterm review of the Strategic Plan will be undertaken to examine achievements over
the first two years against expected results. It will facilitate the review of strategies,
outcomes, and indicators to inform evidence-based adjustments. An end-term evalua�on
will be conducted to determine the overall impact and outcomes against set goals and
results. This evalua�on will feed into the revision of the next strategic plan.
Roles and Responsibili�es in Monitoring and Evalua�on The Chairman and Members of
the Commission supervise and direct the work of the Commission and therefore have key
Monitoring and Evalua�on roles. In addi�on, the Members of the Commission will also
monitor programma�c work directly as Conveners of the regional offices.
The Head office will ensure that the programs and services offered to contribute to
NHRC’s vision, mission and, reflect the priori�es and also monitor the day-to-day delivery
of the programs and services of the organiza�on to maintain or improve quality through
the M&E department, Heads of Departments and Regional Offices.
