ANNEXURE: 2 NHRC’s Internal and External Environment SWOT Analysis A review of NHRC’s immediate environment was conducted using a Strengths, Weaknesses, Opportuni�es, and Threats (SWOT) analysis by the Chairman and Members of the Commission and Staff. A SWOT analysis helps an organiza�on to iden�fy its internal strengths and weaknesses as well as its poten�al opportuni�es and threats. The NHRC will build on its strengths, u�lise opportuni�es and endeavour to mi�gate the effects of threats and weaknesses. The following table presents a summary of these factors as well as the strategic responses to those situa�ons. Table : SWOT Analysis Strategic Response Factors Strengths Independent statutory authority - The NHRC can implement its mandate without fear or favour with full u�liza�on of its Independent statutory status Skilled and commi�ed staff - Develop, realign and u�lize staff for effec�ve, efficient & �mely implementa �on of programs and administra�ve func�ons Strong and strategic partnerships - Promote partnerships for resource mobiliza�on and collabora�on in the implementa�on of the NHRC’s mandate Credibility and good track record - Leverage for increased collabora�on and service delivery Adequate financial resources to fulfil all mandated func�ons - NHRC can take proac�ve ini�a�ves to implement its planned ac�vi�es with the allocated fund. Appointment by Deputa�on (or on a temporary basis) - The NHRC can appoint Secretary, and directors from the government (public administra�on) on a deputa�on or temporary basis. At present, NHRC has been confident to promote its competent permanent employees at higher levels up to Director. This approach should be con�nued to address the concern raised regarding deputa�on from the government as well as a result in competent, dedicated permanent employees who will con�nue to the ins�tu�onal development with the ins�tu�onal memory and responsibility. Recent ini�a�ve for the increase of local presence - NHRC has formed District Human Rights Commi�ees in 64 districts of the country with representa�on from the local administra�on, law enforcement agencies, educa�onal ins�tu�ons, CSOs, etc. This is considered as an innova �ve partnership for be�er coordina�on with the aim of mi�ga�ng human rights viola�ons. 38
