This means working towards a Bangladesh where the marginalized sec�on of the society is empowered to claim their rights, and the government, public bodies, State ins�tu�ons, and others are fully acquainted with the human rights standards and norms, respect, protect and fulfil human rights and are held accountable for viola�ons of human rights and the roles of the NHRC where there is an allega�on of human rights viola�on. The NHRC will con�nue advocacy for safe access jus�ce for marginalized groups. In addi�on, the NHRC will ins�tute strategic advocacy for law reforms, conduct legal analysis, and review to inform advocacy for reforms and the meaningful par�cipa�on of marginalized groups. SP4: Entrench and promote prac�ces of human rights principles, norms, and standards by State and Public Ins�tu�ons, including the law enforcement agencies (LEAs) NHRC plans to build the capacity of the duty bearers, i.e., State and public ins�tu�ons, including LEAs, as well as the District Human Rights (Promo�on and Protec�on) Commi�ees (DHRC), Human Rights Focal Desks, and the panel lawyers of NHRC on human rights concepts, principles, norms, and standards. It is expected that the State and public ins�tu�ons as well as other bodies, will deliberately mainstream human rights-based approaches in their processes and opera�ons. The focus shi� to human rights-based development would lead to be�er business working environments and improved service delivery, par�cularly by government agencies. In addi�on, evidence-driven human rights programming and interven�ons will ensure that human rights viola�ons are an�cipated and averted before they even occur. The NHRC will undertake the review of laws, policies, and programmes at na�onal and local levels to ascertain their level of compliance with the interna�onal human rights standards and principles either on its own mo�on or upon request by duty bearers or rights holders. To give effect to exis�ng legisla�on, policies, and programmes or make changes to exis�ng ones, or propose new ones, the advocacy by NHRC is expected to contribute to the reform of discriminatory laws, policies, and harmful prac�ces against women and children, and vulnerable groups. The sustained dialogues and consulta�ons are expected to posi�vely translate to increased uptake of its recommenda�ons and advisories by the relevant duty bearers, i.e., the public ins�tu�ons. Furthermore, on ma�ers of compliance, the interven�ons of NHRC will lead to enhanced State compliance with na�onal, regional, and interna�onal human rights principles and standards and fulfilment of obliga�ons, including �mely repor�ng; increased implementa�on of 22
