The purpose of human rights education is to promote awareness of human rights values and beliefs among the general public, foster mutual respect between classes and ethnic groups, and ultimately, achieve the goal of human rights protection. In Point 66 of the concluding observations on Taiwan’s Third National Report on the Two Covenants, the IRC recommended that the NHRC should take the lead in designing and introducing human rights education curricula at all educational levels. Furthermore, in Points 17 and 18 of the concluding observations on Taiwan’s Fourth National Report on CEDAW, the IRC recommended that all judiciary personnel should undergo human rights training. Therefore, human rights education is one of the most crucial tasks for the NHRC.
