2.5 Improving the employment and financial security of female caretakers Reason for selection 1. 1) In Points 51 and 52 of the concluding observations on Taiwan’s Fourth National Report on CEDAW, the IRC recommended that the government should continue to expand its initiative to provide public childcare services that are affordable, high quality, easily accessible, and not for profit as a means to increasing the fertility rate and female employment rate. 2) In Points 84 and 85 of the concluding observations on Taiwan’s Fourth National Report on CEDAW, the IRC recommended that in order to protect the financial security of female divorcees, the government should delete the provisions in Article 1057-1, Subparagraphs 1 and 3 in the bill of amendment to the Civil Code, which would allow alimony payers to request a reduction of or exemption from payments with the court.
