1.4 Strengthening monitoring of the implementation of national human
rights affairs and international covenants
1.
Reason for selection
One of the duties of the NHRC is to monitor government action as it
relates to human rights. The NHRC should oversee the implementation
of the Executive Yuan’s Common Guidelines for the Management and
Planning Related to Concluding Observations and Recommendations
Issued by the International Review Committees for International
Human Rights Covenants, the Plan for the Management and Review
of National Human Rights Action Plans.
2.
Significance
Strengthening NHRC monitoring of the implementation of national
human rights action plans and concluding observations through the use
of a systematic, codified system:
1)
Monitoring the implementation of national human rights action
plans: Formulation of monitoring plans and implementing the
monitoring plans based on international human rights standards,
the concluding observations on each covenant, and the NHRC’s
independent opinions, special reports, and project outcomes to
monitor the implementation of national human rights action
plans; releasing monitoring reports.
2)
Monitoring the implementation of concluding observations:
Formulation of the Common Guidelines for the NHRC’s
Monitoring
of
the
Implementation
of
the
Concluding
Observations on Human Rights Covenants; preparation of
monitoring plans and result reports.
