Reason for selection 1) In Points 113c and 114b of the concluding observations on Taiwan’s Second National Report on the CRPD, the international review committee (IRC) expressed concerns that neither Taiwan nor the NHRC has established a framework to ensure that the general public, especially persons with disabilities and their representative organizations, can adequately participate in the monitoring of human rights safeguards. The IRC believes that the NHRC must strengthen its ability to act as an independent monitoring mechanism for CRPD compliance in order to review national human rights policies pertaining to those with disabilities and put forward recommendations in accordance with the Paris Principles. 2) In Point 12 of the concluding observations on Taiwan’s Second National Report on the CRC, the IRC expressed concerns over whether the NHRC is able to lead the way to improving children’s rights and handling children’s rights infringement cases in a meaningful manner in accordance with CRC General Comment No. 2.
