To initiate cooperation with the competent authorities concerned with
cultural, media and educational affairs, and submit proposals and
recommendations in any undertaking that can disseminate and
promote a culture of consciousness and respect of human rights.
To cooperate with national bodies and regional and international
organizations, as well as relevant institutions in other countries that are
concerned with the promotion and protection of human rights.
To hold meetings and joint events, and cooperate, coordinate and
consult with relevant civil society institutions, non-governmental
organizations, various other groups, and human rights defenders. In
addition, communicate directly with those who claim to have been
subjected to any form of violation, and submitting reports thereon to the
Council of Commissioners.
To host conferences and organize seminars, and training and
educational events in the field of human rights and conduct research
and studies in this regard.
To participate in national and international forums, as well as in
meetings of regional and international bodies concerned with human
rights issues.
To issue newsletters, publications, data and special reports, and
upload them on NIHR website. NIHR shall be entitled to address the
public opinion directly or through any of the media outlets.
5. Therefore, the NIHR, pursuant to its establishment Law No. (26) of 2014,
has been guaranteed a broad mandate in the field of human rights,
including civil, political, economic, social, and cultural rights, all of which
lead to the promotion and protection of human rights, whether that person
is a citizen or a resident of the Kingdom, regardless of the different legal
status.
6. Article No. (13) of the NIHR’s establishment law has also granted it the
authority to consider issues which are related to its mandate referred to it
by His Majesty the King, or any of the constitutional authorities of the State,
for consideration and expressing its opinion thereon.
7. Pursuant to Article No (14) of the same Law, the NIHR is entitled to
“request any information, reports, or documents which it considers
necessary for the attainment of its goals or the
performance of its function from the ministries and relevant bodies
in the Kingdom. These ministries and bodies shall cooperate with the
institution in the pursuit of its tasks, facilitate the conduct of its
