Q. “Minimum Initial Service Package for Reproductive Health (MISP)" refers to a set of
priority activities to be implemented during the onset of emergencies due to conflict
situations or natural disasters, including when refugee camps are being established.
Thesepriority activities includethe following: (a) provision of reproductive health services,
(b) implementation by appropriately trained health service providers, which include a
coordinator for reproductive health, (c) development of guidelines and training materials
on the implementation of selected interventions, and (d) availability of essential drugs,
basic equipment and supplies based on the recommendedstandards of the Department
of Health (DOH). The aim of the MISPis to reduce mortality and morbidity associated with
reproductive health issues during crisis situations, particularly among women;
R. “Sexuality”refers to the expression of a person's thoughts,feelings, sexual orientation and
relationships, as well as the biology of the sexual response system of that person;
S. “Social Protection" refers to policies and programs that seek to reduce poverty and
vulnerability to risks and enhancethe social status and rights of all women, especially the
marginalized by promoting andprotecting livelihood and employment, protecting against
hazards and suddenlossof income, and improving people's capacity to managerisk.Its
components are labor market programs,social insurance, social welfare, and social safety
nets;
T. “Special leave benefits for women"refers to a female employee's leave entitlement of two
(2) months with full pay from her employer based on her gross monthly compensation
following surgery caused by gynecological disorders, provided that she has rendered
continuous aggregate employmentservice ofat leastsix (6) monthsforthe last 12 months;
U. “Substantive Equality" refers to the full and equal enjoyment of rights and freedoms
contemplated underthe Act.It encompassesde jure and defacto equality and also equality
in outcomes;
V. “Temporary Special Measures"refers to a variety oflegislative, executive, administrative,
and regulatory instruments, policies, and practices aimed at accelerating this de facto
equality of womenin specific areas. These measuresshall not be considereddiscriminatory
but shall in no way entail as a consequence the maintenance of unequal or separate
standards. Theyshall be discontinued whentheir objectives have been achieved;
W. “Womeninthe military, police and othersimilar services" refers to women employedin the
military, both in the major and technical services, who are performing combat and/or noncombatfunctions, providing security to the State, and protecting the people from various
forms ofthreat. It also includes womentraineesin all military training institutions. Police
and similar services include, amongothers,the Philippine National Police (PNP), Bureau of
Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), National Bureau
of Investigation (NBI), Philippine Drug Enforcement Agency (PDEA), other agencies with
law enforcement functions and private security agencies;
X. “Women's Empowerment” refers to the provision, availability, and accessibility of
opportunities, services, and observance of humanrights through life-cycle and rightsbased approach which enable womentoactively participate and contribute to the political,
economic,social, and cultural development of the nation as well as those which shall
provide them equal access to ownership, management, and control of production, and of
material and informational resources and benefits in the family, community, and society.
Rule Ill: Duties Related to the Human Rights of Women
The State, private sector, society in general, and all individuals shall contribute to the
recognition, respect, and promotion of the rights of womenas defined and guaranteed under
the Act.
