APPROVING AND ADOPTING THE IMPLEMENTING RULES AND REGULATIONSOF REPUBLIC ACT NO. 9710 OTHERWISE KNOWN AS THE “MAGNA CARTA OF WOMEN.” Board Resolution No.1 Series of 2010 WHEREAS,the Presidentsigned into law on August14, 2009 Republic Act No. 9710, otherwise known asthe “Magna Carta of Women," which is a comprehensive women's human rights law that seeks to eliminate discrimination against womenby recognizing,respecting, protecting, fulfilling and promoting the rights of Filipino women, especially those in the marginalized sectors; WHEREAS,Section 44 of the aforementioned law mandates the Philippine Commission on Women(PCW),in coordination with the Commission on HumanRights (CHR) andall concerned government departments and agencies including, as observers, both Houses of Congress through the Committee on Youth, Womenand Family Relations (Senate) and the Committee on Women and Gender Equality (House of Representatives) and with the participation of representatives from non-government organizations (NGOs) and civil society groups with proventrack recordof involvement and promotion ofthe rights and welfare ofFilipino women andgirls identified by the PCW, to formulate the implementing rules and regulations (IRR) of this Act within one hundred eighty days (180) daysafter its effectivity; WHEREAS,the draft IRR wasformulated by the Technical Drafting Committee, in coordination and consultation with other government departments and agencies, non-government organizations and other stakeholders; WHEREAS,thevalidation of the draft IRR entailed a participatory and consultative process, involving government and non-government stakeholders from the National Capital Region, Luzon, Visayas and Mindanao,including the Autonomous Regionin Muslim Mindanao; WHEREAS,the enhanceddraft IRR was presented during the PCW Special Board Meeting held on March 30, 2010; NOW, THEREFORE,BE IT RESOLVED,AS IT IS HEREBY RESOLVED,bythe Chairperson and the Membersofthe Board of Commissioners of the Philippine Commission on Women,to approve and adoptthe rules and regulations implementing RA 9710, otherwise knownas the “Magna Carta of Women" DONEthis 30th day of March 2010 at Mabini Hall, Malacafiang, Manila. 43
