allocation of all available resources to effectively fulfill its obligations specified under this
Act. The State agencies’ GAD budgets, whichshall be at leastfive percent (5%) of their total
budgetary allocation, shall also be utilized for the programsandactivities to implementthis
Act.

Implementing Rules and Regulations. As the lead agency, the PCW shall, in
coordination with the Commission on Human Rights and all concerned government
departments and agenciesincluding, as observers, both Houses of Congress through the
Committee on Youth, Women and Family Relations (Senate) and the Committee on Women
and GenderEquality (House of Representatives) andwith the participation of represen-tatives
from nongovernmentorganizations (NGOs) andcivil society groups with proventrack record
of involvementand promotion ofthe rights and welfare of Filipino womenand girls identified
by the PCW, formulate the implementing rules and regulations (IRR) of this Act within one
hundredeighty (180) daysafterits effectivity.
Separability Clause. |f any provision or part hereofis held invalid or unconstitutional,
the remainder of the law orthe provisions not otherwise affected shall remain valid
and subsisting.
Section 46
Repealing Clause. Anylaw, presidential decree or issuance, executive order,letter of
instruction, administrative order, or regulation contrary to, or inconsistent with, the
provisionsofthis Act is hereby repealed, modified, or amended accordingly.
