Executive Order (EO) No. 163 was subsequently issued on 5 May1987to implementtheprovisionsof the Constitution pertaining to the CHR. CHR’s mandateincludes “the protection of human rights of all persons within the Philippines, as well as Filipinos residing abroad, andprovide for preventive measures and legalaid servicestothe underprivileged whose human rights have been violated or need protection.” (Article 13, Section 18).
