Part I Experiences of being lesbian, gay, bisexual, transgender and intersex in the Asia Pacific 162 CASE STUDY: INVESTIGATING AND MONITORING HATE CRIMES Jennifer Laude, a 26-year-old Filipina transgender woman, was killed on 11 October 11 2014 in Olongapo, Philippines. The Commission on Human Rights of the Philippines conducted a human rights investigation and monitoring of this case, in addition to attending other public forums seeking justice for Jennifer Laude. The Commission issued statements expressing grave concern over this brutal killing and called on the Government of the Philippines to: • investigate promptly the serious incident of violence • hold perpetrators accountable • ensure the sensitive handling and reporting of the case by the police and by the media • give due respect to Jennifer’s chosen gender identity and ensure her right to dignity • establish a system of recording and reporting of cases of violence committed on the basis of a person’s perceived or actual sexual orientation or gender identity.162 On 1 December 2015, Private First Class Joseph Scott Pemberton, a United States Marine stationed in the Philippines, was convicted of her homicide.
