Bills Watch
The theme of the International Day for Disabled last year was to enhance opportunities for the
disabled in social participation and to open up doors to an all-inclusive society, shedding all
differences apart.
The Human Rights Commission taking into consideration fact that Sri Lanka is a Signatory State to
the UN Convention on Rights of Disabled focused its attention on the study of current laws and
practices on the protection of rights of persons with disabilities. An opportunity was further
provided by the Commission to identify the needs and views of the disabled persons by holding a
national dialogue for the public and NGOs on 12th December 2013 jointly with the UN Human
Rights Programme.
In the meantime, the Commission informed the Government that Bills relating to rights of this
vulnerable group should be reconsidered. As a result, the government decided to consider the facts
submitted by the persons with disabilities before adopting the legislation.
