Proposed Amendments to the Human Rights Act, No.21 of 1996
It had been identified by two national reports which were subject to debate in 2013, i.e. the report of
the Lessons Learnt and the Reconciliation Commission and the National Human Rights Strategic
Plan, the need for the Human Rights Commission to be given wide powers. It had been widely
debated in 2013 that the Act should contain provisions to enforce recommendations issued by the
Commission. Discussions were held with people including NGOs, public institutions, experts and
members of civil societies. Once the Commission finished collecting all the information, the Senior
staff of the Commission along with the Commission Members held separate rounds of discussions,
prepared the final set of proposals and forwarded them to the Presidential Secretariat to be
presented to the Parliament.
