It had been widely debated in 2013 that the Act should contain provisions to enforce recommendations issued by the Commission. Discussions were held with people including NGOs, public institutions, experts and members of civil societies. Once the Commission finished collecting all the information, the Senior staff of the Commission along with the Commission Members held separate rounds of discussions, prepared the final set of proposals and forwarded them to the Presidential Secretariat to be presented to the Parliament. 22
