1.2 Different Roles of NHRCB
Watchdog role: NHRCB predominantly plays an observing and monitoring role on human rights
violation; NHRCB watches, studies and analyzes the prevailing human rights situation of the
country.
Advocacy role: NHRCB holds advocacy with government and non-government organizations,
NGOs, INGOs, donors and development partners etc. on many fronts. NHRCB launches call for
action to international community to come forward in helping the Rohingya crisis; NHRCB makes
awareness building programs, sends recommendations and guidelines to the government and
duty-bearers to establish human rights.
Catalytic role: NHRCB works as a catalyst and heralds as a push factor towards achieving targeted
goals and objectives on human rights issues in different times.
Pioneering role: NHRCB pioneers awareness raising campaigns; works as forerunner of ideas and
highlights and addresses particular situation on human rights; NHRCB has the aptitude to initiate a
debate or a dialogue and it holds interactive sessions with counterparts to discuss aspects on human
rights. Working on thematic areas NHRCB paves the way for launching new initiatives like the
“Brave men campaign” to eliminate discriminatory stereotypes mindset and raise awareness about
VAW with campaign like “Girls not Bride”.
Bridging role: NHRCB is the common platform for many stakeholders; NHRCB brings many
persons and organizations together in a forum to discuss on human rights and bridges NGOs, CSOs
with the government towards achieving targeted objectives collectively.
Harmonizing role: NHRCB initiates reviewing or drafting new legislation or policy harmonizing
public demands and national and international instruments. NHRCB proactively drives and leads
the legal reforms in collaboration with relevant stakeholders; NHRCB worked on Human
Trafficking (Deterrence and Prevention) Act 2012, Children Act 2013, Child Marriage Restraint
Act 2017, and Draft-Anti-Discrimination Law. NHRCB interprets situational development on
ICCPR, ICESCR, VAW, CEDAW etc. for local advocacy perspectives.
Supervising role: NHRCB imparts field visits and constitutes Fact Finding Missions to find out the
root causes behind the sensational incidences of violation.
Mouthpiece role: NHRCB raises voice against violation or breach of human rights distinctly and
loudly. NHRCB encourages other human rights defenders to be united to consolidate a movement on
certain demands on human rights. NHRCB seizes an opportunity to promote a situation on human
rights in collaboration with stakeholders, media and government as well as per the demand of the time.
Collaborating role: NHRCB works in partnership and collaboration with relevant CSOs, CBOs,
NGOs and sponsors joint programs to reach certain targeted goals. In this regard NHRCB comes
under MOUs with different organizations.
Last resort’s role: NHRCB may be considered as the last resort for seeking justice by the poor and
vulnerable people. NHRCB tries to respect, protect and fulfill the rights of people. Jahalam case or
Badal Farazi case may be identified as the apt exponent of NHRCB’s intervention to establish
justice as the last resort.
