access to a strong internet connection has been a challenge.
c. While having an online application system is a step forward, the government
agency must ensure that the application fully satisfies the end user’s needs and
does so quickly and effectively. It must be straightforward, user-friendly, and
easy to navigate. The application should also provide offline functions such as
access to features and content offline while ensuring the security of the data
available.
d. Educating the public on the process of how to navigate the website and use the
application could address this concern. But since not all constituents are techsavvy and have the necessary equipment to avail the services online,
government services should still be accessible physically, either via walk-in or
phone calls.
15. Concerning the processing time of the claims, more than half of the participants claimed
that it took them more than five (5) working days before their applications were
processed. In a circular issued by the SSS, Circular No. 2020-015: Salary Loan Releases
thru-the-Bank-Development Bank of the Philippines (DBP) via Philippine Electronic
Fund Transfer System and Operations Network (PESONET) Disbursement Service
Program, “loan proceeds shall be credited to the member-borrower’s nominated bank
account within one (1) to two (2) banking days from the date of the approval of the
loan.” While the timeframe of the transfer of proceeds is clear, the period of time from
the application until approval is not explicit. This might have been the bottleneck on
the long interval in the processing of the loan applications.
a. While the interruption in the processing time could not entirely be attributed to
the service providers, one day of delay is too long to bear for the WIES who lost
the means of income during the pandemic. This amounts to not being able to
bring food to the table for the family.
b. It is encouraged that the service providers have a standard processing time of
applications to set member’s expectations and hold those accountable in case of
unreasonable delays.
16. The DSWD estimated that 18 million households nationwide were entitled to receive
emergency cash subsidies ranging from PhP 5,000 to 8,000 based on respective regional
