51 The right to social security of the workers in the informal economy/ sector Before the March-May 2020 lockdown, the report showed that there are non-bank credit and financial intermediation142 schemes available and accessible to the WIES without the need to undergo the tedious and strict process of verification and qualification. Popular among the money lending or credit and financial intermediation schemes they have accessed is the “5-6” lending, an informal loan provider with exorbitant high surcharges, and “paluwagan.”143 Formal credit and financial intermediation schemes identified during the FGDs are cooperative microfinance, SSS Salary Loan, DSWD Sustainable Program, private microfinance lending institutions. On public consultation, all of the participants have not yet joined any dialogue or consultation organized or facilitated by government agencies before the lockdown. Although during the lockdown, 11.11 percent said they were invited by the Office of Vice President Leni Robredo to discuss issues surrounding the Social Amelioration Program. After the lockdown, the FGDs conducted by the CHR was the only opportunity (as of writing) for them to engage government actors. Issues concerning inclusion, exclusion, and/or disqualification have also been discussed. Before the March-May 2020 lockdown, one respondent shared that it took five (5) years for the DSWD before her family could be included in the list.144 Another respondent who is a person with a disability alleged that they were interviewed when her children were still in grades 4 and 5 but until now that they are already beyond legal age, they are still not included. It should be noted, however, that the beneficiaries of the 4Ps program are objectively selected through the National Household Targeting System, also known as Listahanan, which is based on a survey of, among others, the physical structure of the houses, the number of rooms and occupants, access to running water, and other factors affecting the family’s living conditions. Concerning DOLE-TUPAD, a respondent shared that he kept on applying to the program, unfortunately, he has not been selected. It is not clear, however, whether he is not qualified for the job offered. Credit and financial intermediaries move funds from parties with excess capital to parties needing funds. These are inputs provided by intermediaries such as credit and saving facilities which affect the unit’s ability to preserve income, build assets, and expand operations. 143 A popular informal system of saving or money-lending in Filipino social circles.
