In the report, the Commission was as8ured that the State Government wae conducting a secret Investigationregarding the whereabouts of Shri Avhr Slngh and as and when the Government came to any conclusion the Commission would be Informed. On the direction of the Commlssion, a case under Section 364 IPC was registered at Sadar Pollce Gtatlon regarding the abduction of Shrl Avtar Singh. The CBI had undertaken the imrertigath r m h g difmppearancdabduction of the said Advocate under h e direction of tha Suprema Court and thB CBI report submied to the Supreme Court established that the Advocate, Shrl Jogwinder Singh, was detained at the Criminal lnvestlgatlon Agency (CIA) Bahadur Singhwala between 25-27 September 1992 and his whereabouts were not known erer slnce and, further, that the DSP Shrl Gurdip Singh Pannu and SI Shri Harpeet Singh, 10 CIA staff, Bahadur Slnghwala, were responsible for his illegal detention and disappearance. Accordingly, after obtaining the required sanction, the CBI had filed a chargesheet under S e n 8 364, 342 and 343 IPC against the above-named police officers and they were facing trial in a wurt of law. The lnvestlgatlon team of the Commission also learnt that one of the witnesses, Shri Kuldeep Slngh Jhanwan, was also detained by CIA Shri Kuldeep Singh along with Shri Avtar Singh hhnder and Shrl Jogwinder Slngh, -to.
