exploitation of migrant fishers and illicit practices on distant water vessels. This report aims to initiate a discussion by examining the roles of Wi-Fi and CCTV. Through a collaborative network of transnational human rights organizations, it investigates how governmental and industrial stakeholders are reassessing the isolation faced by fishers at sea. The offline framework contextualizes the current human rights situation in Taiwan’s distant water fisheries, illustrating its discrepancies with international standards, including living conditions, working hours, and minimum wage protections for fishers. Lastly, ILO-C188 is referenced alongside other international human rights standards to provide final reflections and recommendations. 8
