Fishers are often seen merely as workers tasked with catching fish rather than integral members of a managed workforce. Fourth, there are gaps in regulations and training regarding fishers' safety and response during emergencies. Lastly, while FCF has developed complaint mechanisms, including surveys and grievance channels, these systems are ineffective without broader support, such as ensuring Wi-Fi access on vessels. Chiang emphasized that offshore fishing operators must take the initiative to understand sustainable procurement, responsible sourcing, and accountable trade practices. She stressed that these are no longer optional but essential responsibilities for the industry. Vessel owners, in particular, must move beyond traditional “catch-and-sell” models and embrace sustainability and accountability as core principles. 95 (2) Guidelines for supply chain due diligence On April 1, 2024, the Department of Investment Services of the Ministry of Economic Affairs hosted a public consultation meeting with stakeholders to discuss “Taiwan's Draft Guidelines for Enterprises to Respect Human Rights in the Supply Chain.” These guidelines focus on implementing human rights due diligence and establishing effective remediation mechanisms. Designed to assist enterprises in adhering to international human rights standards, the guidelines aim to prevent, mitigate, and address adverse impacts to human rights while fulfilling CSR. They also seek to enhance the global competitiveness of Taiwanese businesses, attract international partnerships and investors, and foster consumer trust. Civil society groups, however, have stressed that encouraging businesses to abstractly “respect human rights” is insufficient.
