In 2023, the Fisheries Agency referred seven suspected human
trafficking cases to local prosecutors, the National Immigration
Agency (NIA), the Coast Guard Administration, and the Criminal
Investigation Bureau for investigation. Legal amendments passed in
2023 have increased penalties for human trafficking crimes.
Prosecutors’ offices now include local fisheries and labor authorities
in anti-human trafficking task forces. Relevant agencies will hold at
least one anti-human trafficking training session annually to strengthen
frontline officers’ sensitivity to identifying trafficking cases.
3. Handle complaints
The Fisheries Agency periodically convenes the “Rights Complaints
Discussion Panel for Foreign Crew Members Employed Abroad,”
inviting representatives from the MOJ, the MOL, the NIA, the Seafarer
and Fishermen Service Center, and experts. From 2020 to 2023, a total
of 266 complaints were received from civil organizations. The MOL’s
1955 hotline received 277 complaints regarding the rights of foreign
crew members employed abroad.
4. Promote CCTV installation on vessels
The Fisheries Agency subsidizes the installation of CCTV systems on
distant water fishing vessels, providing between NT$130,000 and
NT$150,000 per vessel. Subsidies have been provided for 282 vessels
as of the end of 2023. On October 4, 2023, the “Regulations for the
Installation and Management of Video Surveillance Systems on
Distant Water Fishing Vessels” were issued. Full implementation is
expected by the end of June 2025, ensuring that onboard work
conditions are continuously recorded.
(5) Strengthening the Management of FOC Fishing Vessels
1. Ensuring equal labor conditions: In 2022, legal reform led to restrictions
on investment prohibiting Taiwanese nationals from investing in
foreign fishing vessels involved in forced labor. The amendments also
mandated that labor conditions on FOC fishing vessels align with those
on Taiwanese distant water fishing vessels. Employers must submit
crew employment rosters to the authorities twice a year for
