X. Forensic Services Forensic science has been incorporated into the Commission’s investigation work on HRVs to adequately back up collection and establishment of evidences. It has tapped forensic specialists and collaborated with them to support the investigative process with strong forensic evidence. For 2021, a total of 34 forensic services were conducted by the Commission consisting of medical examinations, exhumations, and autopsy reports. XI. Financial Assistance The CHR has emphasized the importance of the government giving financial support to victims of human rights violations as this will enable them to seek justice from the appropriate government agencies and institutions. Providing financial assistance to victims of human rights violations is proof that the government recognizes the violation of an individual's rights. While the money will not compensate the victims for the offenses committed against them, this will at least help them file cases in court in order for them to attain justice. Whenever there are acts of injustice committed against individuals, the CHR conducts its own investigation and its regional offices make recommendations as to the financial assistance to be given the victims. The amount, however small, is for the expenses associated with pursuing the case, such as, the processing of legal documents, transportation fees, and other requirements. Corresponding measures toward this end comprises part of the Commission's accomplishments in 2021. The CHR has granted a total FA to 725 beneficiaries with 11,427,000 in total amount. XII. Issuance of Human Rights Certification/Clearance The CHR is an authorized certificate and clearance-granting agency and has been implementing its corresponding program to assist uniformed personnel in various fields for the purpose of schooling, training, promotion, confirmation, nomination, retirement, and UN mission. The Commission has been issuing the clearances and certificates to attest to an applicant’s professional competence and personal character among other indicators of eligibility. The primary objective of this procedure is to attest to a client’s status with respect to human rights accountability.
