A part of the total number of victims counted 2,218 persons identified by the Commission as killed in law enforcement operations. A little over a quarter of those killed, 1,570 or 35.72% were committed by unidentified assailants. Complaints Received and Assistance Provided Arising from COVID-19 Protocols In a bid to prevent the further spread of the virus, the government initially enforced the Enhanced Community Quarantine (ECQ), affecting the livelihood of many Filipinos, especially the poorest and most vulnerable families. In line with this, several complaints arising from COVID-19 protocols and restrictions were received by the CHR. For 2021, 29 or 32% out of the total 90 COVID-19 related complaints were related to abuse of authority on implementation of protocols. VI. Number of Cases of Violation of Human Rights in Relation to Mental Health (MH) In accordance with Section 32 of the Republic Act 11036, otherwise known as the Mental Health Act, the CHR was given an Investigative Role as provided in the pertinent provisions of RA 11036 which shall be limited to all violations of human rights involving civil and political rights consistent with the powers and functions of the CHR under Section 18 of Article XIII of the 1987 Constitution. In this connection, a total of six (6) cases of human rights violations related to mental health were reported and acted upon by the CHR. The total cases were composed of one (1) case of RA.9262 (VAWC), one (1) RA 8353 (Anti-Rape Law of 1997), one (1) Extra-Judicial Killing (EJK), two (2) cases of suspected HR violations related to MH (under investigation) and one (1) alleged EJK. VII. Cases/Complaints Involving Children As an NHRI, the CHR advances the principles of international human rights laws affecting the country’s children. On the domestic level, it commits to national laws that leverage the intent to protect children as one of the most vulnerable sectors. In accordance with child protection laws specifically Child Protection Act (Republic Act No 7610) which espouses the state policy of “protecting children from all forms of abuse and neglect; commit to defend and rehabilitate those of them who are threatened or endangered by circumstances; and consider as paramount the children’s best interests,” and all other legislations to defend children’s rights, the CHR has been responding accordingly and consistently with its forms of assistance and services.
