• Objectives: Training should have a practical focus to assist officials in their daily work and help
them respond to operational challenges that they face.
• Evaluation: Monitoring the impact of training should be integrated into the training process
and could include follow-up visits, questionnaires or mentoring.
Active participation is one of the most important factors promoting learning and there are a range of
participatory training techniques NHRIs can use, from carousels and case studies to fishbowls and
roleplay exercises.103 Training will also be more impactful when it acknowledges and draws on the
professional expertise and practical experience participants bring to the course.
Insights from practice:
The Human Rights Commission of Malaysia (SUHAKAM) has conducted training programmes
for various enforcement agencies, exposing participants to the nine core international human rights
instruments and their principles. The objective was to integrate the concept of human rights into
the daily duties of these officials, with particular emphasis on their role in promoting and protecting
human rights
