Memorandum by Ms. Norlizan binti Jaafar on the alleged violation of human rights in the detention of Mr. Kamal Hisham. 3 December Upon deliberation, the Commission decided that 343 complaints fell outside its jurisdiction on the following grounds: • • • The complaints were on matters pending before the courts or which have been disposed of by the courts; The complaints were on administrative issues which should rightly be addressed by the relevant agencies; and The complaints were on matters under the jurisdiction of professional bodies.
