In the same context, a training program was held in August 2020 in cooperation with the Ministry of Women's Affairs to build the capacities, knowledge and skills of 25 female teachers and counselors from the Women Committee of the General Union of Palestinian Teachers (GUPT) in all governorates. The program addressed many issues related to human rights, patterns of women abuse, and mechanisms for their protection. The program’s goal was to organize work and move to change the societal and institutional attitudes and orientations towards increasing the participation of women in decision-making positions in governmental and nongovernmental institutions by introducing the international and national system that promotes the rights of women, especially women who have orientations in union work within GUPT. ICHR indicated the continuation of capacity building programs that target many societal groups, including societal actors and influencers, duty-bearers and law enforcers, especially the Palestinian police, as well as students of legal clinics in Palestinian universities. Thus, several training and educational programs were conducted with the aim of developing knowledge and awareness of the impact of the pandemic on human rights. Further, I would like also to indicate that ICHR, in cooperation with the Office of the United Nations High Commissioner for Human Rights in the occupied Palestinian territory (OHCHR oPt), issued 5 guidance notes on the impact of the pandemic on human rights issues such as (the impact of the pandemic on the issue of deprivation of liberty and places of detention; Covid-19 and access to justice; Covid-19 and its impact on Children's rights; Covid-19 and its impact on women rights, as well as Covid-19 and its impact on the rights of persons with disabilities). Awareness-raising videos were issued on stigma related to COVID19, and a video on the rights of persons with disabilities during Covid-19 pandemic. Moreover, meetings were also held and included representatives of government institutions and civil society organizations. Such meetings aimed at informing them of the measures and arrangements necessary to confront this pandemic in terms of their suitability to human rights standards and principles. Human rights events such as the International Day in Support of Victims of Torture and the World Children's Day have also been celebrated and linked to highlight the impact of the pandemic on various human rights issues.
