Annual Report 2008-2009 b) Rights of Children Issue of Missing Children 6.29 In the last Annual Report for the year 2007-2008, the Commission had informed that it had constituted a Committee to look into the issue of missing children and forwarded its recommendations/suggestions to all the Chief Secretaries and Directors General of Police of all the States/Union Territories, as well as to the National Commission for Women, National Commission for Protection of Child Rights and the Ministry of Women and Child Development, Government of India for their necessary compliance. While sending the same, a reporting format devised by the Commission was also forwarded to all the States/Union Territories from the point of view of gathering information on different aspects concerning missing children. 6.30 During the period under report, the Commission had received information from the States of Andhra Pradesh, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Karnataka, Madhya Pradesh, Maharashtra, Meghalaya, Mizoram, Nagaland, Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttar Pradesh and Uttarakhand. Andaman & Nicobar Islands, Dadra & Nagar Haveli, Lakshadweep and Puducherry are the Union Territories which have also forwarded information in the required format. Information has been received from NCT of Delhi too. The NHRC once again urges all those States and Union Territories which have so far not forwarded the required information to expedite doing the same. Monitoring of Juvenile Justice System in India 6.31 The Commission had reported in the last Annual Report that it had forwarded the recommendations of the two-day National Conference on Juvenile Justice System in India that was organized by it earlier to all the Secretaries of Departments of Social Welfare/Social Defence/ Social Justice in all States/Union Territories for compliance in order to bring about quality improvement in the juvenile justice system. As the response to the same was poor, the NHRC designed a reporting format for obtaining feedback from various States/Union Territories on the issue of juvenile justice system. 6.32 Till date the Commission has received responses only from Andhra Pradesh, Assam, Bihar, Chandigarh, NCT of Delhi, Haryana, Kerala, Maharashtra, Madhya Pradesh, Rajasthan and Sikkim. From the available data received so far, it seems that the States/Union Territories who have forwarded information are gradually becoming sensitive to the plight of children in need of care and protection and juveniles in conflict with law. However, the Commission once again requests all those States and Union Territories who have not responded, to expedite sending the required information as per the devised reporting format. 91
