Annual Report 1999-2000 12.3 In the course of the year, the Maharaja Agrasen College, Delhi, sought the Commission's observations on its proposed syllabus for B.A. (Hons) Human Rights. As other such representations were also received by the Commission, concerning the contents of courses to be taken at the certificate/diploma/degree and post-graduate levels on human rights, the Commission asked the University Grants Commission to constitute a Curriculum Development Committee in order to ensure a certain degree ofuniformity in the course content and standard of teaching on human rights at these levels. On 17 February 2000, the University Grants Commission constituted a Curriculum Development Committee on Human Rights and Dudes Educadon, under the convenorship of Justice Shri VS. Malimath, former member of the NHRC to frame the curricula for a two-year post-graduate degree course, a one-year post-graduate degree course, a three to four month cerdficate course and an undeip-aduate level foundation course in Human Rights and Duties Education. HUMAN RIGHTS EDUCATION FOR POLICE PERSONNEL 12.4 The Commission has persisted in its efforts to strengthen the training of police personnel in respect of human rights. In particular, the Investigadon Division has monitored the endeavours of the State Governments in this respect. It is gratifying to note that the police authorides of all the States of the country have implemented this training syllabus, and are making sustained efforts to sensitise their men. A number of States have also organized workshops on human rights, and issues relating to human righu are being given increased weightage in their regular training curricula. There condnue to be numerous demands for teaching material on human rights addressed to the Commission by the Directors General of Police of various States. The Commission requested Shri K. Krishnamurthy, Additional DGP, Kamataka, to prepare draft teaching matenal that could be provided to all States. It is expected that this material will shortly be ready for circuladon to all concerned. HUMAN RIGHTS EDUCATION FOR PARA-MILITARY AND ARMED FORCES PERSONNEL 12.5 The Commission condnued to accord high priority to the training of personnel of the armed and para-military forces of the country in human rights. The final shape to the training syUabus on human rights for the para-military forces rvas given after detailed disrassions with the Directors General of the Central Police Organisadons (CPOs)/paramilitary forces. The approved syllabus was circulated to all the Directors General of the CPOs for implementation in the basic and in-service courses for their officers and men. The training syllabus circulated by the Commission has been appreciated by all the CPOs, who have confirmed that it rvould serve to motivate and sensitise all ranks. The Director 74
