Annual Report 1999-2000 2.40 For its part, and in the light ofthe foregoing,the Commission recommends that the Government ofIndia undertake comprehensive steps to root out untouchability' and,for this purpose,implement the provisions ofthe Protection of Civil Rights Act, 1976 and the Prevendon ofAtrocities againstSCs and STsAct, 1989 more vigorously than hitherto. Further, the Government should sensitise the police force to act impartially and fearlessly to give protection to the SCsand STs and to educate the general public against the pernicious practice of'untouchability' and discrimination directed against the SCs and STs. 16
