Article 139. The national monetary unit of Turkmenistan shall be the Manat. Law shall regulate the turnover of foreign currency on the territory of Turkmenistan. SECTION VIII. FINAL PROVISIONS Article 140. Laws and other legal acts of state bodies and officials shall be adopted based on and in accordance with the Constitution. In the event of a discrepancy between the provisions specified in the Constitution and the laws, the provisions of the Constitution shall apply. Article 141. The provisions of the Constitution on state government in the form of a presidential republic cannot be changed. Article 142. A constitutional law on the adoption and amendment of the Constitution shall be considered adopted if at least two–thirds of the total number of members of the Halk Maslahaty and at least two-thirds of the total number of deputies of the Mejlis voted for it; or at a national referendum - more than half of the citizens of Turkmenistan who participated in it voted for it.
