Law shall determine the procedure for appointment and dismissal of prosecutors.
Article 132. Only the law in the exercise of their powers shall guide the Prosecutor General
of Turkmenistan and the prosecutors subordinate to him.
Article 133. Law shall determine the competence, the procedure for the formation and
activities of the prosecutor’s office.
SECTION VII. ECONOMY AND FINANCECREDIT SYSTEM
Article 134. The economy of Turkmenistan shall be based on the principles of market
relations.
The state shall encourage and support business activities, promote the development of small
and medium-sized businesses.
Article 135. Law shall establish taxes, fees and other mandatory payments of the state, the
grounds for the obligations to pay them, and the system of legal protection of the taxpayer.
Article 136. The financial and credit system of Turkmenistan shall include the budget
system, the banking system, financial institutions, as well as financial resources of
enterprises, organizations, institutions and citizens of Turkmenistan.
Turkmenistan shall have a unified budget, fiscal, monetary and credit policy.
Article 137. The budget system of Turkmenistan shall consists of a set of budgets of all
levels, which shall constitute integral parts of the State Budget of Turkmenistan.
Law shall determine the general principles of the formation and functioning of the budget
system of Turkmenistan, as well as the foundations of budgetary activities and interbudgetary relations in Turkmenistan.
Article 138. The banking system of Turkmenistan shall include the Central Bank and credit
institutions of Turkmenistan.
The Central Bank of Turkmenistan shall ensure the implementation of a unified state
monetary policy, the organization of cash circulation, the functioning of the payment and
settlement system, the protection of the interests of creditors and depositors of credit
institutions, as well as the management of international reserves of Turkmenistan and
perform other functions stipulated by law.
