5) address other issues referred by the legislation of Turkmenistan to the competence of welayat, etrap and city and town halk maslahaty. The resolutions adopted by the welayat, etrap and city and town halk maslahaty shall be mandatory for execution in the relevant territory. Law shall determine the functions, powers and order of activity of the welayat, etrap and city and town halk maslahaty, their members. Article 111. Executive power on the ground shall be exercised by in welayats – hyakims [governors] of welayats, in etraps – hyakims of etraps, in towns and cities – hyakims of towns and cities. Article 112. Hyakims shall be appointed and dismissed by the President of Turkmenistan and shall be accountable to him. Article 113. The hyakims shall ensure the implementation of the Constitution, laws of Turkmenistan, acts of the President of Turkmenistan, the Cabinet of Ministers of Turkmenistan, resolutions of the chambers of the Milli Gengesh of Turkmenistan. Hyakims, within the limits of their powers, shall adopt resolutions that are mandatory for execution in the subordinate territory. Article 114. Law shall determine functions, powers and procedure of activities of hyakims. SECTION IV. LOCAL SELF-GOVERNMENT Article 115. Gengeshi and territorial public self-government bodies shall form the system of local self-government. The Gengeshi shall be representative bodies whose members shall be elected by citizens of Turkmenistan residing in the respective administrative-territorial units. Article 116. The Gengesh in the respective territory shall: 1) determine main directions of economic, social and cultural development; 2) form and approve the budget and report on its execution; 3) establish taxes and fees, and the procedure for their collection; 4) manage the property belonging to it;
