11) address annual messages to the people and Milli Gengesh of Turkmenistan on the situation in the country, on the main directions of the domestic and foreign policy of the state; 12) form the Central Commission for Elections and Referenda in Turkmenistan, make changes to its composition; 13) designate the date of referenda, have the right to convene an early session of the Milli Gengesh of Turkmenistan; 14) address issues of admission to citizenship, restoration of citizenship of Turkmenistan, renunciation of citizenship and loss of citizenship, as well as granting asylum; 15) award state awards of Turkmenistan, assigns military ranks and other state titles;; 16) with the consent of the Halk Maslahaty appoint and dismiss the Chairperson of the Supreme Court of Turkmenistan, the Prosecutor General of Turkmenistan, the Minister of Internal Affairs of Turkmenistan, the Minister of Adalat [Justice] of Turkmenistan; 17) submit a proposal to the Mejlis on the election of an Authorized Representative for Human Rights in Turkmenistan; 18) carry out pardons and amnesty; 19) introduce a state of emergency and martial law; 20) address other issues referred to its competence by the Constitution and laws. Article 72. The President of Turkmenistan shall issue decrees, resolutions and orders that are binding on the entire territory of Turkmenistan. Article 73. The President of Turkmenistan cannot be a deputy of the Milli Gengesh of Turkmenistan. Article 74. The President of Turkmenistan shall have the right of inviolability. His honour and dignity shall be protected by law. Provision, maintenance and protection of the President of Turkmenistan and his family shall be carried out at the expense of the state. Article 75. The President of Turkmenistan can be prematurely dismissed from office if he is unable to perform his duties due to illness.
