engagements on the part of the civil society and the legal community for implementation.”33 The National Human Rights Commission of Bangladesh should recommend to the government the implementation of these guidelines to prevent arbitrary arrest, detention and torture and to end impunity of the law-enforcing agencies responsible for such acts. Conclusion and the Way Forward Arbitrary arrests and detention or torture still occur in Bangladesh. The guidelines of the High Court Division should be implemented immediately and impunity of the perpetrators for arbitrary arrest, detention and torture must also come to an end. The lack of knowledge of human rights and relevant legal safeguards on arbitrary arrest and torture among law enforcement agencies remains one of the major causes of violation of human rights. Human rights law should be widely disseminated amongst the law enforcing agencies.
