significant role to play in the passage of the Act. After the restoration of democracy, the demand
of non-governmental organizations had been raised by parliamentarians in the Upper House in
2049 B. S. The government had the Law Reform Commission prepare a draft of the Human
Rights Act in 2051 B. S. However, the bill was later presented in the Upper House of the
parliament as a private bill. The bill was finally enacted in 1997. As this is the first Act passed
as a private bill in parliament, the Human Rights Commission Act (1997) has special
significance in the parliamentary history of the country.
Due to political and various other reasons, the Commission could not be formed for a long time.
Under demands from various political parties, human rights activities and the civil society, the
National Human Rights Commission was formed as per the above mentioned Act on 26 May
2000.
Even before the formation of the Commission, so as to facilitate the initial activities of the
Commission, the cabinet had formed a task force to prepare an outline of the organizational
structure of the Commission, necessary physical resources and personnel, and the rules and
regulations required for budget and the functioning of the Commission. The suggestions
provided by the task force have helped the Commission in deciding upon its organizational
structure and in framing the various rules and regulations.
