सव भव तु सिखनः ु from NCT of Delhi; 6,187 cases from Bihar; and 5,168 cases from West Bengal and 5,479 cases all over India or more than one state. 3.7.3 The disposal of a number of these cases results in relief to the vic ms in the forms of grant of monetary relief, disciplinary ac on or prosecu on against the delinquent public servant, release of bonded labourers, registra on of First Informa on Reports (FIRs), payment of pensions, etc. 3.7.4 As on 31 March 2023, the total number of cases pending with the Commission was 12,237, which includes 905 cases awai ng preliminary considera on and 11,332 cases pending for reports from the authori es concerned or reports received pending for considera on by the Commission (Annex 8). 3.8 Preven ng Custodial Violence 3.8.1 The NHRC received 2, 356 in ma ons concerning death in judicial custody, and 168 in ma ons of death in police custody and one in ma on of death in paramilitary/ defence forces custody during the report period. It disposed of 2,393 cases of custodial death. Out of these 2,393 cases, 2,252 cases relate to death in judicial custody, 138 cases of deaths/ rapes in police custody and one case of death in the custody of para-military forces. These figures include cases of previous years as well. 3.9 Recommenda ons of NHRC for Monetary Relief and its Compliance 3.9.1 During the period, the Commission recommended more than Rs. 1448 Lakh as payment of monetary relief/ compensa on to the vic ms/ NoK of the deceased in 301 cases. Out of these 301, compliance reports were received in 134 cases, wherein a total amount of more than Rs. 626 Lakh was paid to the vic ms/ NoK of the deceased. The State/Union Territory-wise details of these cases are in Annex 9. 3.9.2 As on 31 March 2023 compliance reports related to the Commission's recommenda on for grant of compensa on/ monetary relief were awaited in 167 cases. Details of the cases can be seen at Annex 10. Chapter 3 - Organisation and Functions 3.10 Research Ac vi es 3.10.1 The Commission, in an a empt to ensure that Human Rights are upheld and enjoyed by all, irrespec ve of their backgrounds or categories, has recognised certain focus areas and appor on issues that warrant immediate a en on in its Strategic Plan. Once any thema c area is iden fied as a priority area, the research division organises conferences, seminars, open house discussions, mee ngs or workshops to issue recommenda ons or advisories on pressing issues of human rights viola ons pertaining to that thema c area. Such ac vi es undertaken for each thema c area have been elucidated in Chapter – 7 of this report. Besides these, the Commission also undertakes and promotes research on human rights, which have been enlisted under Annex 3. Addi onally, the division reviews policies, laws, trea es and other interna onal instruments in force for the protec on and promo on of human rights and offers inputs to the Central, State and UT authories. 3.11 Media & Communica on 3.11.1 The Media desk is engaged in dissemina on of i nfo r m a o n p e r ta i n i n g to t h e a c v i e s undertaken by the Commission through various means such as twi er handle, press releases, newsle ers, media briefings, press conferences, interviews of Chairperson and Members, etc. The desk also monitors news clippings on the basis of which NHRC intervenes or takes suo motu cognizance. The ac vi es undertaken by the division have been detailed under Chapter 6. 3.12 Training 3.12.1 The training division is engaged in spreading human rights awareness and literacy among different sec ons of society. It provides trainings and sensi ses various government officials and func onaries of the State and i ts agencies, nongovernment officials, representa ves of civil society organisa ons and students on different human rights issues.
