These recommenda ons were sent to the Chief Secretaries of all States/ UTs for necessary ac on. 3.4 Camp Si ngs 3.4.1 Camp si ngs were held in Mumbai, Maharashtra in January 2023 where 324 cases were taken into considera on. The si ng details of the Commission are provided in Annex 5. 3.5 Cases of Human Rights Viola ons 3.5.1 The total number of cases dealt by the Commission during the period of report was 3308; Cases of Judicial Custodial Deaths were 2391; Police Custodial Deaths were 363; and Fact Finding Cases were 554. Month wise detail of cases processed by the Commission is listed in Annex 6. 3.5.2 During the month of July 2022, the Commission visited Central Jail, Gwalior, Madhya Pradesh, and Government Protec ve Home; and Ins tu on of Mental Health and Hospital, Agra, U ar Pradesh, to access the living condi ons, treatment, reforma on or protec on of the inmates. 3.5.3 On the direc ons of the Commission, a spot fact finding enquiry was conducted in December 2022, under the supervision of Shri Rajiv Jain, Member. In hooch tragedy affected districts of State of Bihar to access the status of treatment given to affected persons and other essen al urgent facili es provided to them. On considera on of spot fact finding enquiry, the Commission directed the Chief Secretary, Govt. of Bihar to submit an Ac on Taken Report on inadequate health preparedness, suppression of facts, absence of relief/ compensaon, etc. 3.6 Visits by Chairperson and Members 3.6.1 Total of 21 visits were made by the Chairperson and Members of the Commission, at various places across the country, including Central Jail, Chapra, 8 Bihar; LBS Na onal Academy of Administra on, Mussoorie; Indian Ins tute of Tourism and Travel Management (IITTM), Govindpuri, Gwalior; Maharashtra Na onal Law University, Nagpur; North Eastern Hill University, Meghalaya; amongst others. Details of the visits can be seen at Annex 7. 3.7 Complaints addressed 3.7.1 The Commission's decisions/ orders/ direc ons, guidelines, advisories, recommenda ons have enabled the Commission to reduce the pendency of the complaints and there has also been a decrease in the number of complaints received by the Commission. • 1,04,128 cases were registered, and 1,09,909 cases were disposed of during the year 2022-23, which included 9,313 cases, transferred to the State Human Rights Commission u/s 13(6) of the PHRA, 1993, for disposal in accordance with the provisions of the Act. It also included cases registered in previous years, which were pending for disposal. Of the total number of cases disposed of by the Commission, 6,46,22 were dismissed 'in limine'. The Commission disposed of 23,910 cases with direc ons to the appropriate authori es for remedial measures during 2022-23. • 28,099 cases were registered, and 29,578 cases were disposed of during the quarter 01 April 2022- 30 June 2022. • 37,133 cases were registered, and 41,353 cases were disposed of during the quarter 01 July 2022- 30 September. • 20,386 cases were registered, and 25,631 cases were disposed of during the quarter 01 October 2022- 30 December 2022. • 18,510 cases were registered, and 22,070 cases were disposed of during the quarter 01 January 2022- 30 March 2022. 3.7.2 Out of the 1, 04, 128 cases registered by the Commission during 2022-23 (Annex–1), 37,415 cases were from the State of U ar Pradesh; 6,876 cases Chapter 3 - Organisation and Functions
