The recommended strategy...showcases a very thoughtful and strategic approach towards enhancing the NHRC’s efficacy in safeguarding human rights across the nation. Lily Thapa, Commissioner, National Human Rights Commission of Nepal In June 2024 we conducted a Capacity Assessment Review (CAR) at the request of the Fiji Human Rights and Anti-Discrimination Commission (FHRADC). The CAR team consisted of representatives from the APF, UNDP and OHCHR. The review assessed the extent to which the Commission had implemented recommendations from a 2020 Capacity Assessment and identified strategies to address ongoing challenges. The process involved in-depth discussions with the FHRADC’s Chairperson, Director, and staff, as well as key stakeholders including Fiji’s Attorney-General, the Acting Deputy Police Commissioner, former commissioners, and representatives from regional partners, CSOs, and UN agencies. It also included a visit to its first regional office in Labasa where the CAR team met with the staff and stakeholders. The review focused on the Commission’s strengths, progress, and challenges, as well as its four main strategic priorities from the 2020 report. Our Impact Capacity Assessments have significant impacts on the operational capabilities of NHRIs. In Turkmenistan, the CA resulted in the development of a five-year strategic plan for the Ombudsman’s Office, fully incorporating the CA’s recommendations. Adopted in January 2024, this was its first strategic plan and was developed with the support of the APF, UNDP and OHCHR. This has improved the Office’s strategic planning processes. In Kazakhstan, the National Centre for Human Rights used the CA report as a strategic document to engage with its government to increase its resources. As a result, the institution received a 2.5fold budget increase for the 2024-25 financial year. The CA also led to the Centre’s organisational restructure, adding three new departments, including one focused on its role as the National Preventive Mechanism (NPM). In Fiji, following the 2020 CA recommendations, the FHRADC developed a new Strategic Plan (2022-2027) with our support. We also assisted with the creation of the Commission’s Monitoring, Evaluation, Accountability, and Learning framework. 20 APF Annual Report 2023-24
