But for sure these changes that need to happen can't happen overnight And I was just wondering when it comes to lnternational Humanitarian Law, do we have any baseline or sort of flgures on the implementation, like just for instance the number of cases that have been prosecuted under the law. I think that woud be definitely useful to look at how it was implemented to understand what needs to be done to ensure better implementation because obviously the point is not to have a great law, but for it to serve its purpose. Second question for Cen. Tutaan, I would really be pleased to understand what your office is doing in terms of discipline, in terms of internal investigation when a violation occurs. I know that you are doing a lot of ihings but you haven't mentioned it so far. Of course there will be opportunities to do it and for that the team that I've been assigned for this afternoons discussion is very well done, because it also looks not only at the issue of promotion of human rights and IHL but also obviously if any changes are to happen in the minds of the people that need to apply the law. We need to have the carrot but also the sticK My third comment is what Prof Roque mentioned about the importance of cooperation of the civil society, I think that there is something that is deflniiely happening here, now maybe more than before, and probably more in the Philippines rather than in anywhere else because of this very vibrant civil society that works for the issues here in the country.
