-nilitary forces, as far as the muiual defense board s concerned, we are also undertaking or getting assistance in terms of coming outwith the program rf instructions, most especially on the aspect of rules rf engagement The second aspect why I'm saying that IHL is very nuch a part of Armed Forces of the Philippines is f,ecause of the lnternal Peace and Security Plan Bayanihan which was issued on 21 December 2010, and effected on 1 January 2011. IPSP Bayanihan speaks well of its two approaches, and one directly related with IHL is the People Centered Approach, issued this year, probably by December 21, during the celebration of the 77th Anniversary of the AFP would be the operational thrust and guidelines of the AFP for calendar year 20L3. lt is overarching with our rules of engagement and primarily on what is to be undeftaken by the ground soldier as we pursue our lnternal Peace and Security Plan Bayanihan. The individual soldier trains in his career courses and when he is assigned back to his unil it is our efforts on advocary that trains the whole for the soldiers to abide with the rule of law. Hence, unit as far as IHL is concerned. We have this training in the rules of engagement for the IPSP Bayanihan in March of 201.1., can \ou see the sequence. December 21 was the issuance of the IPSP Bayanihan and January was the implementation. March was the issuance of 20L1, but months prior to that was the creation of Human Rights Offices in all units of AFP. for teaching or advocacy campaigns on HR based on the Universal Declaration of Human Rights, the IHL and also in consideration with RA 9851 and the rule of law which dates back from our revised penal code, certain provisions of revised penal code and long passed special laws promulgated and some of the rules of court or rules of criminal procedures that ,r'herein the primacy of the human securiiyframework is given and ihe strategic imperative therefore is for the respect and the promotion of human rights ad herence to the I nternationa IH ',vhich were subsequently issued are lifted for purposes of making the soldier aware of The sequence will show that there were undertakings what are and what are not to be undertaken. that were able to address the issues and concerns as far the IHL is concerned. The AFP chief of staff issues on an annual basis the operational thrust and guidelines, the last of which were issued in January of this year, that would cover the operational thrust and guidelines for 20L2 and on a semi-annual basis on the semester; these are updated. Soon to be CARHRIHL lt is a very simple thing that we would like to impart to our CAFGUs. lfs simply laying down 6070 meta cards in one table with different situations thai they face in day to day activities. And ils for the CAFGU to pick that meta card and put it in a wall that says, allowed or not allowed or in the vernacular 'pwede or hindi pwede.' And these CAFCUs are the ones who pick cards without any interuention from the training team. lt is for them to pick it up and explain why he is going to put it in the allowed or in the not allowed sections. The reason why it is allowed or not allowed will be explained further after all the meta cards are completed.
