The second aspect why I'm saying that IHL is very
nuch a part of Armed Forces of the Philippines is
f,ecause of the lnternal Peace and Security Plan
Bayanihan which was issued on 21 December 2010,
and effected on 1 January 2011. IPSP Bayanihan
speaks well of its two approaches, and one directly
related with IHL is the People Centered Approach,
issued this year, probably by December 21, during
the celebration of the 77th Anniversary of the AFP

CARHRIHL lt is a very simple thing that we would like
to impart to our CAFGUs. lfs simply laying down 6070 meta cards in one table with different situations
thai they face in day to day activities. And ils for the
CAFGU to pick that meta card and put it in a wall
that says, allowed or not allowed or in the vernacular
'pwede or hindi pwede.' And these CAFCUs are the
ones who pick cards without any interuention from
the training team. lt is for them to pick it up and
explain why he is going to put it in the allowed or in
the not allowed sections. The reason why it is allowed
or not allowed will be explained further after all the
meta cards are completed.
