Complaints During the prison visits, complaint forms were distributed to inmates who wished to elaborate on the grievances they experienced in prison or inform the Commission about specific violations they had suffered. Information acquired through complaint forms was also analyzed for the purpose of this study as they provided in-depth information on inmates’ concerns, in their own words. Some complaint forms were registered as complaints with the Human Rights Commission or forwarded to the relevant state institution for necessary action, with the consent of/upon the request of the inmate.
