As of 2017, the average number of children per caregiver in child care facilities stood at 5.9. The Enforcement Decree of the Child Welfare Act states that the legal standards are three children per caregiver for infants and toddlers from zero to two, seven for kids from three to six, and ten for children above seven. Under the current situation, however, one caregiver might possibly have to look after 19 children alone. 122.
