Key NHRCK Activities Section 2. Human Rights Counseling and Petitions Compared to 2019, there was a slight decrease in petitions, counseling requests, and complaints due to COVID-19 impacts. To ensure more effective remedial actions, the Commission advertised its services and made it clear who and which organizations are subject to investigation when a petition is filed. In 2020, the Commission received 8,948 petitions, 28,182 counseling requests, and 44,688 complaints and inquiries (on persons/institutions subject to Commission investigation, filing procedures, and information on other institutions). Compared to the previous year, there were 804 fewer petitions (8.2%), 5,259 fewer counseling requests (15.7%), and 173 (0.4%) fewer complaints and inquiries.
