Step 7. ldentifu quantitative and qualitative human rights based performance indicators. Human rights based performance indicators measure whether rights are realized, public officials comply with their human rights obligations, key human rights principles are upheld as well as the process and outcome of development. (UN OHCHR, 2006) They may be drawn from the normative elements of a right, the use of proxy indicators, disaggregated data and measurements of changes in attitudes, behavior, relationships and citizenship. (Filmer-Wilson, 2005) Development indicators may also be utilized so long as these are aligned with human rights. Human rights based indicators are described in the HRBA to Development Planning Toolkit of the National Economic and Development Authority, specifically the section entitled "Human Rights Based Approach to Target and lndicator Setting." Step 8. Document steps 1 through 7 onto a human riqhts based loqical framework developed bv the National Economic and Development Authoritv (NEDA) and submit accomplished human riqhts based loq frame to claimholders and other actors for confirmation. ln 2010, NEDA sector staff integrated HRBA into their logicalframework (see HRBA Modified ICC Logframe ICC PE Form No. 6 reproduced below). The agency/department is urged to use the human rights based logical frameworkto document all agreements reached during Steps 1loT, and then submit the human rights based log frame to claimholders and other actors for confirmation. 1.
