The United Nations Committee on Economic, Social and Cultural Rights (2008) found a high percentage of the Filipino urban population living in informal settlements and slums sometimes built on riverbanks, railroad tracks and other higher risk areas, without or with limited basic infrastructure and services, without legal security of tenure and under constant threat of eviction.
