and issues regarding Papua. The second category is recommendations that are general in nature and
very broad in scope. Thus, the strategy for implementing and measuring implementation steps is
more complex and requires a variety of data, including determining the priority scale.
Recommendations in this category include those related to fulfilling the right to health, the right to
education, and human rights and the environment.
Another thing that will influence the recommendation strategy is related to the human rights group.
There are categories of recommendations that fall under the category of civil and political rights, for
example the elimination of discrimination and reform of the national criminal system, so the
government is obliged to implement them immediately and without delay. This is because nondiscrimination is a human rights principle that must be implemented by the state immediately, either
through passive steps or not intervening, or through steps to protect a person or group of people
from discrimination.
Meanwhile, for categories included in the group of economic, social and cultural rights, the state is
obliged to maximize its resources gradually and progressively, through administrative, budgetary,
legislative and judicial measures, including through international cooperation.
For this reason, an effective, collaborative and participatory strategy is needed in implementing the
205 supported recommendations. In implementing the 205 supported recommendations, Indonesia
requires horizontal coordination and socialization between ministries/state institutions at the center
and vertically with regional governments consisting of regional governments, legislatures and civil
society organizations.
