“ This year, the NHRCT emphasizes the importance of fostering collaboration with all sectors, be it the government, private sector, civil society, academic institutions, and international community, by organizing the second National Human Rights Assembly and assuming the chairmanship of the South East Asia National Human Rights Institutions Forum (SEANF), which serves as a platform for network organizations to assess major human rights situations, collectively identify ways to address the challenges faced, and ensure concrete outcomes. concerned agencies while constantly improving the processes of investigating complaint and making recommendations to resolve human rights violations for greater efficiency. In 2023, the NHRCT assumed the chairmanship of the South East Asia National Human Rights Institutions Forum (SEANF) and played a leading role in driving efforts to prevent torture, a key focus of the SEANF’s strategic plan. As Chair of the aforementioned annual forum, the NHRCT took the lead in preparing an operational plan to prevent torture, which includes the strengthening of the NHRCT’s capacities in conducting visits to places of detention, and conducting research to develop tools, standards, and systems for prevention, protection, and remedy of victims ” of torture. This corresponds with Thailand’s efforts in combating torture and enforced disappearances, particularly with the passage of the Prevention and Suppression of Torture and Enforced Disappearance Act of 2022 and its coming into effect since 22 February 2023. The NHRCT would like to express sincere gratitude to all stakeholders for their collaboration and support in advancing human rights in the past year.
