Four. Announcing the vacancy notice to the public
4.1. The Standing Committee on Legal Affairs shall announce the vacancy notice and about the
registration of candidates for the Commissioner to the public in accordance with Article 12.3 of the Law
on the National Human Rights Commission on the website www.parliament.mn and in the media.
4.2. The vacancy notice specified in 4.1 of this regulation shall indicate the time and address for
submitting the application for candidacy, the requirements for the Commissioner and the documents to
be submitted.
Five. Establishment of a working group
5.1. Within 21 days after the vacancy announcement in accordance with Article 4.1 of this Regulation,
the Standing Committee on Legal Affairs shall issue a resolution to appoint individuals nominated by the
following entities as a member of the Working Group:
5.1.1. One representative nominated by the Standing Committee on Legal Affairs of the Parliament of
Mongolia;
5.1.2. One representative nominated by the majority group in the Parliament of Mongolia;
5.1.3. One representative nominated by a minority group in the State Great Hural of Mongolia, if the
number of members to form a minority group is insufficient, one representative nominated by the
minority members;
5.1.4. one representative nominated by the member of the Government in charge of legal affairs;
5.1.5. One representative nominated by the Civil Service Council;
5.1.6. One representative nominated by the General Council of the Judiciary;
5.1.7. One representative nominated by the Mongolian Human Rights Forum, who has been active in
the field of human rights at the national and international levels for at least five years;
5.1.8. One representative proposed by the Mongolian Media Council;
5.1.9. One representative recommended by the Association of Mongolian Advocates.
5.2. The Standing Committee on Legal Affairs shall notify the entities specified in Article 5.1 of this
Regulation regarding the nomination of a potential members of the Working Group within three
working days after the announcement is made in accordance with Article 4.1 of this Regulation.
5.3. The entities specified in Article 5.1 of this Regulation shall submit to the Standing Committee on
Legal Affairs the name of the person deemed to have the knowledge, skills, experience and ethics to
perform the function of selecting a Commissioner within five days after receiving the notice.
5.4. The representative specified in 5.1.1 of this regulation shall be the head of the Working Group. The
head of the working group shall ensure the preparation and organization of the selection, chair the
meeting and exercise the rights and duties of a member of the working group.
5.5. A member of the working group shall adhere to the principles set forth in Article 1.3 of this
regulation during the selection of the Commissioner.
